This last weekend, NCDD Member Organization, the National Civic League announced the winners of the 2024 All-America City Award, recognizing ten communities for their innovative, community-driven efforts to strengthen democracy through local action. The finalists showcased diverse initiatives addressing critical issues like voting reform, civic education, mental health, gun violence, racism, and economic development, demonstrating the power of civic participation and effective civic infrastructure. NCDD Executive Director, Keiva Hummel, and Director of Democracy Innovations, Roshan Bliss, attended the 2024 AAC event in downtown Denver. The opportunity to meet with delegates from each community and feel the energy throughout the space was truly inspring. Described by NCL Board Member, Derek Okubo, as "a dose of hope," each community offered powerful displays of civic work that evoked a motivating energy that was palpable throughout the weekend. Several NCDD members were also in attendance, including Lisa-Marie Napoli, Pearl Vinyard, and former board member Wendy Willis. This year, ten exemplary communities were recognized for their transformative, community-driven efforts to strengthen democracy through local action and innovation. Communities also showcased the strength of their civic infrastructure—the network of relationships, partnerships, and capacities driving effective decision-making and problem-solving. From June 7-9, finalist communities convened in Denver, where diverse teams presented their stories and initiatives to a jury of nationally recognized civic leaders. Finalist teams represented a broad spectrum of society, including high school students, older adults, city managers, business leaders, police officers, faith leaders, and elected officials. This impressive diversity spanned ages, cultural backgrounds, and political beliefs. The presentations were dynamic and creative, featuring skits, music, spoken word, dance, and compelling personal stories. The showcased democracy-strengthening initiatives covered a wide range of critical issues, such as reforming voting systems, enhancing civic education, and engaging residents in addressing mental health challenges, gun violence, racism, and economic development. Danville, Virginia Danville, Virginia, once economically challenged due to the decline of its industrial sectors, has evolved into a thriving center for local businesses and innovation, fostering economic growth, public safety, and meaningful resident engagement. The police department collaborated with a diverse community coalition to create a new training for Danville officers consisting of training modules and immersive experiences that delve into Danville’s civil rights history and facilitate meaningful dialogue within marginalized communities. Additionally, residents of all ages play an active role in Danville’s transformation, with students sitting on the school board and community voices being prioritized in park planning initiatives. Edinburg, Texas Edinburg, Texas has witnessed unparalleled population growth over the past decade. Despite this remarkable expansion, the city remains steadfast in its dedication to fostering an inclusive community identity that instills a sense of belonging among its residents. This commitment is evident through initiatives such as the creation of all-inclusive parks and the vibrant celebration of cultural festivals that showcase the diversity of the community. Looking ahead, Edinburg is poised to continue responsibly managing its diverse and expanding population through Edinburg 2040, an expansive and engaging community visioning process. High Point, North Carolina High Point, North Carolina maintains its small-town charm while embracing innovation and progress. Through an engaged rebranding process, the city has cultivated civic pride, refreshed its identity, and established community ownership. Thrive HP, a groundbreaking minority entrepreneurial initiative, addresses systemic disparities through reparative resource allocation. By hosting networking summits, educational workshops, and offering microgrants, the program stimulates economic growth with the goal of reducing disparities. Additionally, the Greater High Point Food Alliance (GHPFA) addresses food insecurity through public discourse and increased neighborhood participation. La Marque, Texas Through a range of programs, initiatives, and technological advancements, La Marque, Texas is leading the way in small-city governance, showcasing the profound impact of community-driven change irrespective of size. The Safe City Initiative, a multi-tiered plan, emphasizes community-oriented policing to combat crime and foster trust among police, local businesses, and residents. La Marque Television serves as a vital communication tool, providing transparent updates and cultural programming to enhance civic engagement. Furthermore, their innovative approach to allocating ARPA funds underscores a commitment to inclusive governance, empowering residents to actively shape their community's future. Lexington, Kentucky Lexington, Kentucky leads the agriculture industry by addressing both rural and urban residents' needs, reaching out through new technology and community partnerships. In response to racial and social justice unrest, the Mayor’s Commission for Racial Justice and Equality was formed, alongside the establishment of the Clean Slate Lexington Expungement Clinic and Job Fair, aiming to dismantle barriers, combat stereotypes, and foster inclusivity by offering services to expunge past non-violent criminal convictions. CivicLex, a local nonprofit, dedicates itself to enhancing civic life through civic education, local news reporting, improving public spaces, fostering relationships, and enhancing resident participation. Lastly, the Blue Grass Community Foundation (BGCF) collaborates with residents, nonprofits, funders, and government to leverage philanthropy in addressing pressing challenges such as historical racial injustices. Monrovia, California Monrovia, California, is dedicated to fostering a vibrant community where residents feel a strong sense of belonging and are actively engaged in civic life. Through initiatives like the Monrovia Area Partnership (MAP) program, residents are empowered to revitalize neighborhoods through events such as block parties and leadership academies. Collaborations with Community Media of the Foothills (CMF) and the Monrovia Unified School District further enrich civic education and offer valuable opportunities for participation in local democratic processes, ensuring that the city's future is shaped collaboratively. Newport News, Virginia Newport News, Virginia is tackling national issues at the grassroots level by prioritizing resident engagement in problem-solving. In response to gun violence, the city has worked with community partners to address root causes such as food security, vocational training, education, housing, mentorship, conflict resolution, and family relationships. Criminal justice system diversion efforts include a youth court that prioritizes restorative justice, wrap-around reentry services for those exiting incarceration, and the Community Assistance Response (CARE) program to support those in mental health crisis and divert them from incarceration. Roanoke, Virginia Over the past decade, Roanoke, Virginia has undertaken a transformative journey to confront a legacy of racist systems and neglect. After extensive interviews and focus groups, the city invested COVID relief funds in housing and food systems that benefit people and places. Community inclusion programs address disconnection, language barriers, and limited job opportunities among immigrants and refugees. Additionally, the establishment of the Equity and Empowerment Advisory Board has led to the renaming of public spaces to reflect city values, increased civic engagement through public hearings, and zoning reforms aligned with equity goals to expand housing opportunities. Seattle, Washington To address the challenges of population growth, climate change, and the pandemic, Seattle, Washington is emphasizing broad and deep community engagement to empower underrepresented voices in policy processes. An Indigenous Advisory Council was established to advise on policies, budgets, programs, services, and projects directly affecting Indigenous populations. Additionally, the People’s Academy for Community Engagement partners with community-based organizations to address topics like power dynamics, generational wealth, and environmental justice within Native, Black, Latinx, and API communities. Even Seattle Public Utilities adopted a new business plan through a comprehensive and collaborative process facilitated by community liaisons. Watkinsville, Georgia Watkinsville, Georgia is seeking to rebuild civic bonds by investing in strategies that connect residents to one another and to the city. The Miracle League Ball Field and Playground of Possibilities, developed through collaboration with Extra Special People and community stakeholders, provides inclusive recreational facilities where children of all abilities come together to play in a safe, inclusive, and accessible environment. Additionally, the redevelopment of Rocket Field and the acquisition of Thomas Farm Preserve further enhance community spaces, fostering a sense of belonging and environmental sustainability in Watkinsville.
